본 논문은 한국형 위성항법시스템(KPS: Korea Positioning System)구축해 우주공간에서 전파를 송출하기 위해서는 국제전 기통신연합(ITU: International Telecommunication Union)에서 규정하고 있는 절차에 따라 위성에 탑재된 모든 탑재체에 대 한 국제 등록 절차에 관한 것이다. 위성망 국제등록 절차는 크게 3단계로 이루어지는데, 사전공표단계, 조정 수행 단계, 그 리고 통고 절차 단계로 이루어진다. 사전공표단계를 위해서는 ITU 사무국에서 사용하는 Space Cap 프로그램을 이용해 위 성망 신청서가 작성되어야 한다. 작성된 신청서는 우리 정부 대표인 과기정통부의 검토/승인과정을 거친 후 ITU 사무국에 제출되게 된다. 이와 같은 위성망 국제 등록 신청서가 작성되기 위해서는 KPS 위성에 탑재되는 모든 탑재체에 대한 상세 한 제원 분석이 이루어져야 한다. 이런 점을 고려해 본 논문에서는 KPS 구축을 위한 위성망 국제 등록 절차에 관한 내용을 제시하고자 한다.

Analysis of Satellite Network Registration Procedure for KPS Construction

This paper relates to the orbit & frequency of a satellite payload and the main international registration procedure according to the International Telecommunication Union (ITU) regulation procedure for establishing a Korea Positioning System (KPS) and transmitting radio waves in space. The international registration process for a satellite network is largely composed of three steps: an Advance Publication of Information, a Coordination, and a Recording in MIFR. For the Advance Publication of Information stage, an application for a satellite network must be completed using the Space Cap program used by the ITU Secretariat. The completed applicable document will be submitted to the ITU Secretariat after going through the review/approval process of the Ministry of Science and ICT, the representative of the Korean government. In order to complete such an application for international registration of satellite networks, detailed specifications analysis of all payloads mounted on KPS satellites must be performed. Considering these points, this paper proposes the contents of the international registration procedure for the satellite network for KPS construction.
