다중 위성 등의 위성 수요가 폭증하는 현 시대에서, 위성은 더 이상 보안에서 자유롭지 못하다. 위성 시스템 중 원격명령(Telecommand)의 통로에 대해서도 다양한 공격이 꾸준히 발생하고 있으며 점차 증가할 것으로 예상된다. 허가 받지 않은 지상국에서의 접근을 피하기 위해 위성의 원격명령의 인증 서비스는 필수적이다. 유럽, 미국뿐만 아니라 우리나라에서도 보호를 위한 인증 시스템 구현이 요구 되고 있다. 위성의 인증 방식은 메시지 레벨 또는 신호 레벨 중 어느 부분에 적용하는지에 따라 구분이 가능하다. 또한 항법 시스템에 대한 인증인지, 원격명령 및 원격 검침(Telemetry) 시스템에 대한 인 증인지 구분 가능한데, 본 논문에서는 메시지 레벨인 원격 데이터에 관련된 인증시스템을 논하고자 한다. 본 논문에서 다루는 쎄트렉아이에서 구현한 위성의 원격데이터용 인증 시스템은 European Space Agency (ESA)의 standard 중 ESA PSS-04-151 Issue 1 (ESA 1993)에서 제시한 인증 시스템을 기반으로 하여 구현되었다. 또한 쎄트렉아이에서 제작하여 발사된 위성에서 궤도 내 운용을 통해 이 미 검증된 바 있다. 본 논문에서는 쎄트렉아이에서 적용한 인증 시스템 방식과, 인증 시스템의 구현 방법 및 구현된 구성과 이를 통한 쎄트렉아이의 독자적인 위성 인증 시스템을 통한 운용에 대해 논한 다.

Implementation and Operatation Telecommand Data Authentication for Satellite

In the current era of exploding satellite demand, including multiple satellites, satellites are no longer immune from security. Various attacks on the telecommand pathway of satellite systems are steadily occurring and are expected to increase. In order to avoid access from unauthorized ground stations, the authentication of telecommand services on satellites is essential. Not only in Europe and the United States, but also in Korea, it is required to implement an authentication system for protection. Authentication methods for satellites can be categorized according to whether they are applied at the message level or the signal level. In addition, it is possible to distinguish between authentication for navigation systems, telecommand, and telemetry systems. In this paper, we will discuss authentication systems related to telecommand data at the message level. The authentication system for satellite telecommand data implemented by Satrec I. in this paper is based on the authentication system proposed in ESA-PSS-04-151 of ESA's standards, and has already been verified through in-orbit operations on satellites built and launched by Satrec I. This paper discusses the authentication system approach applied by Satrec I., the implementation method and configuration of the authentication system, and the operation of Satrec I.'s proprietary satellite authentication system.
