Applying Advocacy Coalition Framework to Korean Positioning System (KPS)

This paper applies the Advocacy Coalition Framework (ACF) to analyze the development of the Korean Positioning System (KPS), a national flagship space program that serves as both a foreign policy instrument
and a Positioning, Navigation, and Timing (PNT) policy tool. The KPS policy subsystem examined in this study consists of three dimensions: technological autonomy, industrial development, and international
cooperation. Among these, technological autonomy and international cooperation constitute the primary focus of this research. Since the ACF was originally developed in the context of pluralist political systems,
this study incorporates corporatist characteristics of the Korean policy environment into the analytical framework in order to adapt the ACF to the Korean context.
