국제전기통신연합(ITU)의 위성망 국제등록 비용 관련 정책인 Decision 482(C01)의 최근 개정사항을 비교 분석한다. 2024년 7월 1일부터 적용된 Decision 482(C24)와 2026년 1월 1일부터 새롭게 적용될 Decision 482(C25)를 비교하여 중점적으로 다루며 각 개정안의 주요변화와 수수료체계, 적용대상, 면제조항 그리고 재정적 영향의 전후를 비교한다. 이러한 분석을 통해 ITU의 정책방향 변화와 위성통신 산 업에 미칠 잠재적 영향을 분석하고, 미래 위성망 운용에 대한 전략적 시사점을 도출하고자 한다. 특히 Annex에 명시된 수수료 금액 변화를 상세히 비교하여 실제 비용 부담의 증감 요인을 명확히 제시한다.

Analysis and Implications of the ITU International Satellite Network Registration Fee Revision After 2025: Changes in Decision 482(C01)

This paper provides a comparative analysis of the recent amendments to Decision 482(C01), the ITU's cost recovery policy for international satellite network registration. It focuses on comparing Decision 482(C24), which took effect on July 1, 2024, with Decision 482(C25), to be applied from January 1, 2026. The analysis highlights key changes in the fee structure, applicable entities, exemption clauses, and the before-and-after financial impacts. Through this comparative study, the paper aims to analyze the shifting policy direction of the ITU and its potential impact on the satellite communication industry. It also seeks to derive strategic implications for the future operation of satellite networks. The analysis includes a detailed comparison of the fee changes specified in the Annexes, providing a clear understanding of the factors contributing to the increase or decrease in actual cost burdens.
