Enhanced Functional Requirements and Positioning Platform Development Work Progress in Emergency Location Services

In this paper, we present an enhanced functional requirements and positioning platform development work progress in emergency location services. Since 2015, Federal Communications Commission has enhanced requirements of emergency location services. The enhanced regulations on 911 emergency location services are as follows; 50 meter accuracy of vertical location and 30 seconds limitation of overall positioning time. Furthermore, a new requirement of indoor z-axis location in emergency location service is introduced. To conquer these new technical challenges, indoor positioning techniques such as WiFi Positioning System (WPS), Terrestrial Beacon System (TBS), Barometric sensor Positioning System (BPS) are tested. However, to meet the emergency location service requirements, mass deployments in wireless telecommunication system and manufacturing handheld devices such as smartphones that support those techniques need to be considered. To solve these problems, Korea Telcom is working on delivering enhanced emergency location services from the end-to-end location platform perspective based on Third Generation Partnership Project (3GPP) LTE Positioning Protocol (LPP) and Open Mobile Alliance (OMA) Secure User Plane Location (SUPL).
